Budget Hearings Conclude

Making sure every dollar of state tax money is used to its maximum benefit, the House Appropriations Committee wrapped up its three-week series of budget hearings last week, with the committee looking into all aspects of the governor’s budget proposal.

The committee heard testimony and asked questions to the departments of Education, Agriculture, and Military and Veterans Affairs, as well as the Public School Employees’ Retirement System and State Employees’ Retirement System.

The Appropriations Committee will take the testimony gathered from these hearings into negotiations for the 2019-20 budget. All of the hearings are available here.

Eagle Scout Honored

It was my privilege to take part in Hunter Allen’s Court of Honor to mark his achievement of earning the rank of Eagle Scout. Hunter, a member of Troop 284, transformed old weatherproof steel boxes into clean, freshly painted American Flag Disposal boxes for his Eagle Scout project.

One box is located at the Leon Locke Memorial Park in Enola and the second box is located at Wyndamere Heights Evangelical Church in Lewisberry. The flags deposited in the box in Enola will be collected by Troop 88 and flags deposited in Lewisberry will be collected by Hunter's troop. All flags will be disposed of at flag retirement ceremonies. Congratulations, Hunter, on this monumental achievement.

Health Care Segregation Not Equal

I hope you can take a few minutes to read a column by my colleague, Rep. Seth Grove (R-Dover) that was recently published in the York Dispatch. Below is an excerpt of the column and to read it in full, click here.

“Currently, mental health and drug and alcohol services provided via Pennsylvania’s managed care HealthChoices program differ from its physical health component. Unfortunately, a major barrier from the carve-out is the inability to engage providers in whole-person care. The Commonwealth’s cure of a segregated system discriminates against individuals in our mental health and substance abuse systems.

“My legislation, House Bill 335, would address this issue while improving overall outcomes for patients through a more coordinated approach to treatment. By ending the inherent discriminatory practices in our current medical assistance program, we will be able to remove barriers, both in the payment system and in the policies which implement this archaic system which stigmatizes our most vulnerable citizens.”

Firearm Owner Rights and Responsibilities Seminar Franklintown

As part of efforts to better inform gunowners of their rights and responsibilities, I will hold a Firearm Owner Rights and Responsibilities Seminar at the Franklintown Fire Company, 107 Baltimore Road, Franklintown, on Wednesday, April 3, from 6-8 p.m. A second seminar will be held in Fairview Township in May.

This seminar is an excellent opportunity for potential and existing gunowners to learn more about their rights under the Second Amendment and how to responsibly carry firearms. I encourage residents interested in firearms safety and rights to attend this free seminar.

Attorney Matt Menges will discuss gun laws and will answer questions from the audience.

Space is limited, so interested individuals should RSVP as soon as possible by calling my district office at 717-432-0792. Those interested in attending can also register online at RepKeefer.com.

Congratulations to Noah Suter who won second place as statewide student of the year by the Pennsylvania Association of Career and Technical Education Special Populations. It was my privilege to present him with a citation from the House of Representatives.
