House Approves Keefer Legislation to Cut Government Red Tape

As part of ongoing efforts to reduce burdensome state regulations, the House of Representatives this week approved legislation authored by Rep. Dawn Keefer (R-York/Cumberland) that would allow businesses to thrive, stimulate economic growth and decrease unnecessary government oversight. House Bill 1237, known as the Pennsylvania REINS Act (Regulations from the Executive in Need of Scrutiny Act), would establish an enhanced review process for major regulations that impose a substantial cost burden on communities, businesses or the Commonwealth. Rep. Keefer’s bill now goes to the Senate for consideration.

In anticipation of the Governor’s Budget Address next week, a group of lawmakers gathered in Harrisburg on Thursday to ask the Governor and legislators to craft a state spending plan that forces Pennsylvania to live within its means. Members of the Commonsense Caucus commented on the economic impact of overregulation, the burden of duplicitous government programs, and the stagnating effect of welfare programs which discourage workforce participation, as well as the hole the state has dug for itself by allowing spending to outpace our rate of growth.

Keefer Joins Business Leaders in Call for State Regulatory Reforms to Spur Job Creation and Economic Growth

House Republican lawmakers and business leaders introduced a package of Regulatory Reforms Tuesday in Harrisburg aimed at improving the state’s business climate and reining-in government regulatory overreach. The bill are based on information gathered in the House State Government Committee’s Regulatory Overreach Report, which included findings from a series of public hearings held across the state last year that included testimony from various employers, organizations and experts on state regulatory policy. The report called for reforms to Pennsylvania’s restrictive regulatory system that is credited with holding back business development, limiting job creation and crippling economic growth.Rep. Rep. Keefer Comments on House Republican Welfare Reform Plan

House Republican lawmakers called for action on legislation to help contain costs and bring real reform to Pennsylvania’s welfare system. Reps. Aaron Kaufer (R-Luzerne) and Mike Tobash (R-Schuylkill/Dauphin) announced a package of bills Tuesday in Harrisburg to give more Pennsylvania families an opportunity to improve their quality of life, while tackling waste, fraud and abuse from within the current benefit system. The package also contains measures aimed at enhancing the value of work and strong families, while recognizing that those receiving benefits need help to gain financial independence, not continue a life of dependence. Keefer Introduces Bill to Hold Regulators Accountable

Legislation designed to give the General Assembly a vote on burdensome regulations promulgated by state agencies has been introduced in Harrisburg. House Bill 1237 would require the independent fiscal office to determine the cost of regulations, and refer those regulations with a fiscal impact greater than $1 million to the House and Senate for a vote. Rep. Dawn Keefer (R-Cumberland, York) said her bill would allow taxpayers to be represented before costly statutes are implemented.
